Haiti Earthquake


 General Information

The JRC has been supporting the European Commission's services in coordinating a response from the EU, by issuing early warning alerts and delivering updated situation maps. The Global Disaster Alert and Coordination System (GDACS), a web-based platform developed by the JRC and the United Nations, detected the first shock after 18 minutes and issued a red alert to 8500 users, mainly aid and first response organisations. 


The Analyses have been carried out by the European Commission's Joint Research Centre with the support of the Instrument for Stability.

This report shows examples of the damages and destructions that occurred to major
buildings (ministries, public facilities) and infrastructure (harbour) after the earthquake of
12 January 2010. The examples are based on NOAA aerial photos from the 17th and 18th of January 2010
and GeoEye data from the 26 august 2009.

Automated Rubble Detection by JRC-ISFEREA

The automatic Image Information Mining system of JRC ISFEREA was applied to the airborne image data collected in Haiti (Google) for post-earthquake damage assessment.
In future damage situations the system could be used to give a very fast rough estimate of the damages.
The system has been trained using spectral and morphological signatures related to the rubbles remaining after the destruction of the built-up structures. 1.92E+10 image elements with a resolution of approximately 15 centimeters have been successfully classified as belonging to or not to rubbles of buildings in the city of Port-au-Price. The information was then aggregated as “estimated density of rubbles” for spatial units of 150 meters.
The automatic information extraction was performed during one hour of CPU processing on standard multi-core computers device. Rapid qualitative assessment of the output shows high compliancy with the assessments done with expensive human photo-interpretation of the same data input. More systematic validation of the automatic output accuracy is ongoing. Reported sources of false alarms may be natural features (river bed, scree) having the same granulometry of the rubbles, and some dump sites.

The image is scaled from 10 to 50 percent.

Leogane Damage Assessment

The map is complementary to the damage assessment carried out by UNOSAT for Port-au-Prince (http://unosat.web.cern.ch/unosat/asp/prod_free.asp?id=52)
